What is the best tool for creating and editing MSI installers?

I'm a beginner at this and I don't need my installers to do anything too complicated - mostly just create folders and copy files. A simple tool would be fine. It needs to be open source or otherwise free for commercial use. I have used Orca before and I just installed it on my system. The problem is it is very much an advanced tool that gives direct access to the raw data.
